OPINION AND ORDER
LETTOW, Judge.
In this case, the Nez Perce Tribe (“Nez Perce,” the “Tribe,” or “plaintiff’) claims that “[t]he United States has breached, and is breaching, its trust responsibilities to the Tribe” and that these breaches have caused the Tribe to sustain financial losses, the precise extent of which is indeterminate due to the government’s failure to maintain accurate records of its management of the Tribe’s assets.
