This appeal is from the order of the commission approving a contract by the Philadelphia Rapid Transit Company and the City of Philadelphia, providing inter alia, for the lease by the city to the company of a two track surface-car subway to be constructed by the city on a certain route in Chestnut and in Walnut Streets, and two supplemental contracts made by the city, the Philadelphia Rapid Transit Company and— as parties of the third part — The Philadelphia City Passenger Railway Company, The West Philadelphia Passenger Railway Company, The Philadelphia Traction Company…
