Under date of June 27,1930, the City of Philadelphia (hereinafter referred to as the city), pursuant to an ordinance, entered into a contract with Philadelphia Rapid Transit Company (hereinafter referred to as the company) for the leasing by the city to the company of a city-built subway, known as the Broad Street Subway and extending from Kater Street to Grange Avenue.
