Plaintiffs Sierra Club, Desert Protective Council and California Native Plant Society (“Sierra Club”) filed this action seeking judicial review under the Administrative Procedure Act, 5 U.S.C. § 706(1), of the failure of defendants Secretary of the Interior, Director of the Bureau of Land Management (“BLM”), and California State Director of BLM (“Secretary”) to close Dove Springs Canyon to off road vehicle (“ORV”) use.
