A. Federal Land Policy And Management Act

In 1976, Congress enacted the Federal Land Policy and Management Act (FLPMA), 43 U.S.C. §§ 1701-1784 (Supp. 1983), to provide “the first comprehensive, statutory statement of purposes, goals and authority for the use and management of about 448 million acres 1 of federally-owned lands administered by the Secretary of Interior through the Bureau of Land Management.” S.Rep.
