In this proceeding for review of a ballot title, ORS 250.085(5), we address two petitions that challenge the Attorney General’s certified ballot title for Initiative Petition 48 (2008). The proposed measure, if approved by the voters, would modify Oregon law regarding union security agreements in certain ways that we discuss below in greater detail. We set out the text of the proposed measure in the Appendix to this opinion.
