The order of the Appellate Division should be reversed, with costs, and the order of Supreme Court reinstated.

Appellant instituted this proceeding under CPLR article 78 to challenge the determination of the Parking Violations Bureau Appeals Board of the Transportation Administration of the City of New York which upheld the validity of six notices of violation (summonses) issued to appellant for parking violations.
