MEMORANDUM AND ORDER
KELLY, District Judge.
Having been fully briefed and argued on March 21, 1984, the Court makes the following findings of fact and conclusions of law consistent with the findings announced at the hearing on that date.
This is an action by plaintiff Burke Energy Corporation against the Department of Energy (DOE) of the United States under the Freedom of Information Act'(FOIA), 5 U.S.C. § 552.
