Antonio Debién, Jr., filed on November 23, 1945 a petition with the Board of Accountancy of Puerto Rico request*93ing the Board to register him as a public accountant, and issue to him a license pursuant to the provisions of § § 6 and 8 of Act No. 293 of May 15, 1945 (Sess. Laws, p. 1098), known as the “Public Accountancy Act of Puerto Rico.” The Board rendered a decision denying the petition on the ground that- the applicant was not engaged in the practice of public accountancy as his principal occupation on the date fixed in the Act.
