The plaintiff, John Ward (“Ward”), brought suit against the defendants, asserting numerous claims under 42 U.S.C. § 1983, various provisions of the Connecticut Constitution, various state statutes and under the common law seeking injunctive relief and damages for the alleged unlawful suspensions of his bus riding privileges and the substandard services he received from the defendants.
