DUBOFSKY, Justice.

We granted certiorari in Mason v. State, 689 P.2d 199 (Colo.App.1984), to consider whether the court of appeals erred in holding that the state of Colorado and the Colorado Board of Parole (parole board) may be held liable in a case in which the individual members of the parole board have official immunity, and, if so, what standard of care is to be applied by a trial court in determining its liability.
