MIKVA, Chief Judge:

An employer challenges an order of the National Labor Relations Board (“Board”) finding that the employer committed unfair labor practices. Petitioner alleges that the General Counsel’s complaint exceeded the scope of the allegations contained in the Union’s charge, and that the allegations in the complaint were therefore time-barred under § 10(b) of the National Labor Relations Act (“NLRA”).
