OPINION
LUTTIG, Circuit Judge:
In this case we are called upon to interpret 20 U.S.C. § 1415(j), the so-called “stay put” provision of the Individuals with Disabilities Education Act (IDEA), 20 U.S.C. § 1400, et seq.
