Pro se Plaintiff Richard Turner, an American citizen, was bom in Chicago in 1977. See Compl., Exh. 1 (Turner Letter). He is currently incarcerated in the Stanley Correctional Institution in Stanley, Wisconsin. Id. While residing there, he sent a letter on November 4, 2012, to the United States Customs and Immigration Service attempting to renounce his citizenship. Id.
