DAVIS, Judge.

From November 1922 until May 1949, plaintiff, a citizen, worked for the Post Office Department. During his employment, deductions were regularly made from his salary and deposited in a retire-' ment fund- maintained by the Federal Government, under the Civil Service Retirement Act, as amended, 5 U.S.C. § 2251 et seq. In October 1948 he received notice that the Department proposed to remove him, under Executive Order. No. 9835, 12 Fed.Reg. 1935 (1947), 5 U.S. C.A.
