Plaintiffs are nonresidents of the Town of North Hemp-stead who are interested in purchasing a condominium in a development constructed in a “Golden Age Residence District”, a concept established in article X of chapter 70 of the *145Code of the Town of North Hempstead to enable private developers to build multifamily housing appropriate for the needs of senior citizens.
