Plaintiff Misael Padilla brings this suit under 42 U.S.C. § 1983, alleging two violations of the Equal Protection Clause of the Fourteenth Amendment to the United States Constitution in connection with his termination from employment as a staff member of the Connecticut Department of Mental Retardation (“CDMR”).
