In 1961, the Federal Trade Commission (the Commission) began an investigation into alleged discrimination between competing customers in the granting of advertising and other promotional allowances by garment manufacturers. The result of this investigation was an invitation by the Commission to 310 of these manufacturers, offering them an opportunity to sign consent agreements to cease and desist from granting discriminatory allowances.
