GILMAN, Circuit Judge.

South Central Power Company (“South Central”) and the International Brotherhood of Electrical Workers, Local 2359 (“the Union”) were parties to a collective bargaining agreement between September 1, 1992 and August 31, 1997. A subsequent agreement between the parties did not become effective until November 23, 1997. Michael J.
