Appellant Betty Legg appeals from a Superior Court Order, reversing an Order of the Court of Common Pleas of Allegheny County (PCRA Court), in which the PCRA Court granted Appellant’s petition for collateral relief pursuant to the Post-Conviction Relief Act (PCRA), 42 Pa.C.S. § 9541 et seq. The issue before us is whether Appellant’s trial counsel was ineffective for failing to investigate and present the diminished capacity defense at Appellant’s murder trial.
