This is a bill for declaratory relief to determine coverage under the provisions of a manufacturers’ and contractors’ schedule liability insurance policy issued by the defendant, Hartford Accident and Indemnity Company (Hartford), to the plaintiff, Ronald Bouchard, Inc. (Bouchard). The issue is whether a loss due to an explosion, allegedly caused by the negligence of Bouchard, was excluded from coverage by reason of a “completed operations hazard” clause in the insurance policy.
