Alex Raskin appeals the denial of his application for a permit to operate an auto sales and repair business in the City of St. Louis. We affirm.

I. BACKGROUND

Raskin purchased a piece of property in St. Louis that had been used for an auto glass repair business. Raskin planned to open an auto sales and repair business on the property and applied for an occupancy permit. The Building Commissioner denied the application because Raskin’s proposed use violated St. Louis City zoning ordinances.
