DAVIS, Judge:
U.S. Navy veteran Richard C. Fournier appeals through counsel from a March 4, 2008, Board of Veterans’ Appeals (Board) decision that denied an effective date earlier than April 17, 1980, for a service-connected mood disorder secondary to a head injury. This appeal is timely, and the Court has jurisdiction to review the Board’s decision pursuant to 38 U.S.C. §§ 7252(a) and 7266(a).
