OPINION

EASTAUGH, Justice.

I. INTRODUCTION

A North Slope Borough employee wrote and publicly displayed a petition accusing a Barrow taxicab operator of illegal sales of alcohol and drugs. The operator sued the borough for defamation. The borough successfully moved for complete summary judgment, but we reversed on appeal. Following remand, the borough again successfully moved for complete summary judgment. We affirm, holding that the borough’s allegedly “piecemeal” summary judgment motions did not require that its last motion be denied, and that actual malice is the appropriate standard for…
