Condemnation proceedings were filed in 1966 in the Circuit Court for Allegany County in a cause entitled “Spencer P. Ellis, Director of Forests & Parks, acting for and on behalf of the State of Maryland vs. George E. Coffman and Loretta K. Coffman” 1 for the taking of 1132.09 acres of land for public use as a state park. The proceedings were pursued to unappealed final judgment with inquisition duly executed by the jurors for the described property, pursuant to Article 66C § 372 (1957, 1966 Cum.Supp.) and Article 33A *712(1967 Repl.Vol.) of the Annotated Code of Maryland, and…
