Plaintiffs’ action arises from the death of Curtis Henry, Jr. on October 19, 1996. Plaintiffs sue various officials and officers of Leavenworth County, Kansas, 1 the City of Lansing, Kansas, 2 and the City of Leavenworth, Kansas, 3 seeking to establish liability under 42 U.S.C. §§ 1983, 1985 and 1986 and state law.
