Maui Ranch Estates Owners Association (Association) appeals the trial court’s judgment against it on its claim that a 2,000-foot section of Upper Ulumalu Road (UUR) in Makawao, East Maui, is a county highway. We affirm.

FACTS

UUR is a portion of Ulumalu Road which runs in a mauka-makai 1 direction on the slopes of Mt. Haleakala. Ulumalu Road is intersected by Kaupakalua Road at a point called “Five Corners.” 2 The section of Ulumalu Road mauka of Five Corners is known as UUR.
