The city council of the city of Houston passed the following ordinance;
“Sec. 37. There is hereby created a board of censors consisting of seven discreet persons, to be appointed by the mayor and approved by the council, whose duty it shall be to investigate all places of public entertainment and amusement, and to take steps to permit or to condemn and prevent the showing of any picture or pictures, vaudeville, entertainments, or the giving of any character of entertainment that is obscentS, immoral, indecent or is calculated to promote or encourage racial or sectional prejudices, indecency or…
