INTRODUCTION
Plaintiff and counter-defendant H.C. Elliott, Inc. (“Elliott”) seeks injunctive and declaratory relief to prevent defendant and counter-claimant Carpenters Pension Trust Fund for Northern California (“Trust Fund”) from enforcing an assessment of withdrawal liability in the amount of $750,-953.
