This case arises out of Plaintiff Tyree Bell's arrest and detention for a crime he did not commit. Plaintiff is suing members of the Kansas City, Missouri, Police Department ("KCPD") involved in his arrest, as well as KCPD Police Chief Richard Smith and the individual members of the Missouri Board of Police Commissioners ("the Board"), for violating his Fourth and Fourteenth Amendment rights.
