This was a writ of mandamus to compel the controller to countersign, and the treasurer to pay, a warrant for the salary of the solicitor of the sheriff of Schuylkill County. The Act of July 10,1919, P. L. 887, divides the counties of the State into eight classes, those having a population of between one hundred and fifty and two hundred and fifty thousand, of which Schuylkill is one, constitute the fourth class.
