Plaintiff, David Lefebvre, d/b/a The Starting Line, brings this action against Defendant, Central Maine Power Company, in connection with Defendant’s alleged disposal of hazardous substances on property currently owned by Plaintiff (the “Site”). Plaintiff asserts claims under the Resource Conservation and Recovery Act (“RCRA”), 42 U.S.C. § 6901 et seq.
