The Washington County Circuit Court dismissed Gary Combs’ appeal from the Spring-dale City Council (city council), citing a lack of subject-matter jurisdiction. His appeal was certified to this court from the Arkansas Court of Appeals pursuant to Ark. Sup. Ct. R. 1-2(b)(1) and 1-2(b)(6). We find no error and affirm.
