This arises from the Pulaski County Circuit Court’s finding that it was without jurisdiction to review the pro se appellants Jim and Shirley Nettles’ appeal that challenged a decision by the City of Little Rock and the City of Little Rock Planning Commission, appellees. The primary issue on appeal to this court concerns the sufficiency of the Nettles’ affidavit to the trial court asserting their intent to appeal the appellees’ decision and the timeliness of the filing of the affidavit.
