Petitioners 1 appeal from the decision of the Interstate Commerce Commission (“ICC”) permitting the abandonment by the Louisville and Nashville Railroad Company (“L & N”) 2 of a railroad line known as the “Murphy Branch.” 3 We must decide whether the decision to permit the abandonment is unsupported by substantial evidence, or is “arbitrary, capricious, an abuse of discretion, or otherwise not in accordance with law; ....” 5 U.S.C. § 706(2)(A).
