Under 42 U.S.C. § 606(e) (1988) and G. L. c. 18, § 2(D), the Department of Public Welfare has authority to provide financial assistance for emergency temporary shelter to persons who are indigent, homeless, or in imminent danger of becoming homeless. Such benefits are known as Emergency Assistance or EA. Mary Ann Hickey had been receiving EA on and off from 1985 to 1989, a period during which she and her daughter frequently lived in motels.
