HUYETT, District Judge.

Plaintiff William O. Shuman was dismissed from his employment with the Philadelphia Police Department on May 15,1975. He brought this action pursuant to 42 U.S.C. § 1983 seeking reinstatement, back- pay, and other declaratory and injunctive relief, on the grounds that his dismissal was a violation of his rights under the First, Fourth, and Fourteenth Amendments to the Constitution. 1 Jurisdiction of this court is founded on 28 U.S.C. §§ 1343 and 2201.
