(ECF Nos. 1; 21). Plaintiff contends that Maryland State Police Corporal Michael Cox, Sergeant Sean Harris, and former Sergeant Joshua Justice1 (collectively, “Defendants”) used excessive force while arresting Plaintiff on January 20, 2015, resulting in serious injury.
