FARRIS, Circuit Judge:
Holland Livestock Ranch, a co-partnership, and John J. Casey, its president and sole stockholder, appeal the district court’s entry of adverse summary judgment in their suit against the United States of America, the Secretary of the Interior, the California Director of the Bureau of Land Management, and the Nevada Director of the Bureau of Land Management.
