Seva Resorts, Inc., a Nevada corporation, and Seva Development Corporation, an Arizona corporation, (Seva) appeal from the judgment of the district court dismissing the action and denying Seva’s motion for an injunction against Donald Hodel, Secretary of the Interior (Secretary).
