BOEHM, Justice.

This case involves a public lawsuit to enjoin a school corporation from issuing bonds to pay for building improvements. The trial court concluded that the plaintiffs in this case presented no "substantial issues" and ordered them to post a $1,000,000 bond or have their case dismissed. The plaintiffs appealed that decision to the Court of Appeals, but before the Court of Appeals heard the merits of the case this Court granted the school corporation's petition to transfer pursuant to Appellate Procedure Rule 56.
