The defendant moves to quash an indictment found against him in October, 1891, by the grand jury of Monmouth county, for violating a supplement to the act for the preservation of clams and oysters, passed April 28th, 1890. Pamph. L., p. 280.

*265The' constitutionality of this supplement is denied on the ground that it violates paragraph 11, section 7, of our state constitution, which provides that “ the legislature shall not pass private, local or special laws granting to any corporation, association or individual any exclusive privilege,…
