OPINION

TALBOT SMITH, District Judge.

The case before us comes to us upon stipulation for summary judgment. It involves yet another facet of the increasingly complex federal-state relationships. 1 Specifically, it relates to the payment of certain taxes for county and school purposes levied upon property in the City of Southfield, Michigan. The question, however, is not merely of local conc.ern.
