VANCE, District Judge.

Before the Court is plaintiffs’ Motion for Class Certification pursuant to Rule 23(c)(1) of the Federal Rules of Civil Procedure. The parties extensively briefed this motion, *216and the Court heard oral argument in this matter on April 14, 1998.
