PATTERSON, Justice.
In this case, we consider the scope of the agency memoranda exception of the Texas Public Information Act. See Tex. Gov’t Code Ann. § 552.111 (West 1994). Following two requests by Arlington Independent School District (“Arlington ISD”) for open records determinations regarding staff surveys it had conducted in 1998 and 1999, 1 the attorney general issued two informal letter rulings, advising that the compiled survey results must be disclosed.
