OPINION
BEA ANN SMITH, Justice.
This case involves a dispute between Gary and Sheree Henry and other homeowners (collectively the Homeowners) 1 and the Kaufman County Development District No. 1 (the District) over the validity of special assessments levied by the District against the Homeowners. The District was created under the County Development District Act (the Act) to “further[ ] the public purpose of developing and diversifying the economy of this state by providing incentives for the location and development of projects in certain counties to attract visitors and tourists.” See Tex.…
