This is an appear from a judgment of the Court of Claims dismissing the petition of the plaintiff, the Charles Nelson Company, after a hearing of the evidence and upon findings made. The plaintiff was the lowest and accepted bidder upon advertised solicitation of the Navy Department fdr the furnishing ■ and delivery of lumber at the Puget S'ound Navy Yard for a period ending December 31, 1917.
