OPINION

BRUGGINK, Judge:

This is an action for patent infringement brought by plaintiffs, B.E. Meyers & Co. and Brad E. Meyers, against the defendant, the United States, pursuant to 28 U.S.C. § 1498 (1994). Pending are the motions for a protective order on the basis of the joint-defense privilege by defendant and Insight Technology, a nonparty to this litigation. The defendant and Insight seek to protect communications, between attorneys for the United States and Insight, the disclosure of which would allegedly violate either the attorney-client privilege or work-product protection.
