Thomas Howell, a former police officer for the town of Ball, Louisiana, brought this action against the town of Ball and several individual defendants. Howell alleged that the defendants violated his First Amendment rights when he was fired for cooperating with an FBI investigation of public corruption. Howell also asserted a claim under the False Claims Act, 31 U.S.C. § 3730(h), alleging that he was fired in violation of the Act’s whistle-blower protections.
