OPINION

CONTRERAS, Judge.

This is a special action to review the trial court’s order directing the Maricopa County Public Fiduciary (“Public Fiduciary”) to file a petition for guardianship over a criminal defendant and to seek certain services on the defendant’s behalf. It is a non-appealable order and presents a question of state-wide importance that is likely to recur. We issued an order accepting jurisdiction, and this opinion explains that order.
